A country flag. An `<img>` rather than a background class, so the browser fetches the one flag on screen instead of the stylesheet carrying a rule for all 229. It also keeps them out of `ContractRenderer`, which embeds the CSS bundle into every rendered document and base64-inlines every `url()` in it: as classes, all 229 went into every PDF whether or not one was shown. `.flag` carries the shape and default size the plugin used to, so a caller passing `size-4` still overrides it the way it always did.
