An instant, shown on the clock of whoever is looking. The value is shifted into the host's display zone (`ConnieUI.Timezone`) and formatted by CLDR: `:long` is the medium date with the short time ("7 Sept 2026, 11:25"), `:short` the short date and time ("07/09/2026, 11:25"). Whose clock it is goes in the `title`, as the zone's full name and offset ("Central European Summer Time (GMT+02:00)"), so the text stays readable and a hover still answers the question. `zone={:inline}` is for a record rather than a screen: the text carries seconds and the zone abbreviation ("7 Sept 2026, 11:25:37 CEST"), for a PDF or a signature block where there is no hover. `time_zone` is for a value that carries its own clock, such as the moment a signature was made: it is shown on that clock rather than the reader's, and the same everywhere it is read. It is usually paired with `zone={:inline}`, so the text says whose clock it is.
