This component has no attributes the panel can set.

Responsive button container that stacks vertically on mobile and horizontally on desktop. Buttons in the inner_block appear in reverse order on mobile (last button on top) and left-to-right on desktop. The optional `:leading` slot is for secondary actions (like delete buttons) that should appear on the left side on desktop but at the bottom on mobile.
